President Claudia Sheinbaum recently presented the first phase of Plan Mexico, a national strategy focused on strengthening key industrial sectors in response to international commercial tensions, including potential tariffs proposed by Donald Trump.

While this plan doesn’t directly impact the tourism or services sector, it’s important to understand what it signals about the government’s economic priorities.



What is Plan Mexico?

A package of 18 actions and programs to be rolled out between April and May 2025 to boost national industry and economic self-sufficiency, focused on:

  • Industrial production (textiles, footwear, furniture, steel, semiconductors)

  • Energy and food sovereignty

  • Infrastructure (trains, ports, airports, highways)

  • Pharmaceutical and medical tech sectors

  • Electric vehicles and AI

The goal: to make Mexico more competitive and attractive for foreign investment in key industries.

Key dates to watch

  • April 18: Decrees on pharma and tech sectors

  • April 21: Launch of the National Investment Digital Window

  • May 5: National manufacturing decrees

  • May 7: New financing for SMEs

  • May 14: IP Law reform to incentivize R&D
